Note that the bind function is pretty useless though. While the server will only respond on that IP, it announces the server's primary IP, not the binded IP to the master list. There is no way to work around this at the moment.
I have been using it and it does announce the correct IP to the master list on my servers. Perhaps you need to check the setup of the network card or router to get the correct result.

In checking the latest news on GTA IV for PC it shows the multiplayer will use the Games for Windows - Live platform.
Will it be possible to host this commercially and what to expect ?

The anticheat has been depreciated as it went beyond the scope of the mods developers.
If you offer hosting follow the releases of the mod teams, although they are not fast sometimes emergency patches are brought out.

This config file will also allow to bind the IP in the server.cfg to use more than one IP on one machine.

To install SA:MP servers you do not need to install GTA:SA on the server. It is a multiplayer mod that does not need the game to be present.
Go to http://www.sa-mp.com/download and download the server (win32 server probably).
Unpack this in your /GameInstalls/SAMP folder.

You might consider creating a new batch file that does what you want and use that as file for TCAdmin to start.

It is possible to run it, about making it I will check in a couple of days. It's my first day with the software so give me some time
Update: This is what I work with so far. Game server creation works, but the cfg files need manual editing.
