Garry's mod workshop mods not downloading to my server

it does it with all new mods and mod what need updating

You need to run the Steam Updater to get the latest gmod version to fix that issue.

ok that works on a test server what I make with out tcadmin so why is tcadmin not update my server and saying its up to date

It'd probably just be more efficient to add any/all workshop items you want to a workshop collection and then specify the ID on the commandline parameter. The server will take care of the rest and download all plugins and any updates for them each startup.
