DayZ Server Unreachable (0x00010001)

Has anybody had this issue when creating or after updating a DayZ server?  It seems a lot of people have this issue but the solutions I have read do not seem to work.  I cannot create a DayZ server that players can connect to, modded, or stock.  They all get the below error.  It also started to affect servers that were already running after a restart.  Any help or ideas would be greatly appreciated.

Yes, I even deleted them and redownloaded and I still have the same results
