SCUM - Dedicated Server Config (Windows)

Dear Community,

I hereby share a XML Config for the SCUM - Dedicated Server for Windows. At the moment I am still adding in some .ini files but it should be complete within 30 minutes. Also I've made sure that the server is shutdown properly by sending CTRL+C to the server console window and it's also NOT run as a service so the console window will NOT be hidden. 

- Make sure you properly configure "Run As..." as it has now been set to my own username on my dedicated machine.
- Web console is working by using SCUM.log as source.
- Maximum slots have been set to 128 players.

Hereby a updated version of the XML for SCUM - Dedicated server for Windows.

Changelog:

- Added all configuration files.
- Port have been updated to default values.
- Checks for updates every 15 minutes.
- Web console is working with SCUM.log as source.
