SRCDS Lag Issue

I have been having this problem and it seems like a lot of other people are having these issues over on the Valve forums. On a single server, Dependant on how much it is used, will make everyone's pings go to 300 for about 30 seconds or so. In my PUB this could happen from once to twice a day, the cpu usage is at 10% it is using 220mb of memory, I would be using 3mbps of my 10mbps of bandwidth, and my ping only on that server would spike, a simple map change would fix it. Also, about once every few weeks everyone just times out from a single server, I could be scrimming in a server running on the same core with absolutely no issue's while the pub or another private is lagging to hell (I don't usually share cores with pubs and privates, but I did it to prove a point). I am running no mods on the pub. Is there something with TCAdmin that could be causing this? Does anyone here know something I don't know on this issue? It is a dual quad core Xeon 5345, 8gb mem, 10mbps Internap, and windows server enterprise 2003 (all bs system monitors, windows update, resource hogs, useless services, etc all turned off).
