Can't lower slot count

I can't find anywhere how to get this slot counter lower. His maxplayers is 10, no where in his server.cfg are maxplayers. Ideas?

Another cfg file being exec, the command for maxx player being rcon'd, or another server running on the same port.

 

Or if you grant custom command lines, then tcadmin doesn't always fix all command lines in the custom area when you make changes (like slots) to the main command line. Check the custom command lines and make sure they don't have one selected that retained the slots of 20.
