Hosting CS 1.6 Servers : RAM or CPU?

Hi, i am hosting CS 1.6 servers.

 

Currently i have these specs

 

Intel Xeon 3220 2.4 ghz

4 gb of ram

10 tb of bandwidth

1 gbit port

 

I want to know which is better.

 

Single Processor Quad Core Xeon 5430 - 2.66GHz (Harpertown) - 1 x 12MB cache

8 gb of ram

 

OR

 

Single Processor Quad Core Xeon 3220 - 2.40GHz (Kentsfield) - 2 x 4MB cache

10 GB of RAM

 

Note: These are CS 1.6 servers that i am hosting and they may be at any FPS ranging from 250-500 FPS and different mods.

Zombie mod and deathmatch servers are included
