UT3 PS3 Server Won't Run Under 2008

Anyone able to get the UT3 PS3 dedicated server to run properly through TCAdmin on Vista/2008 Server? It runs fine if I run it manually but not through TCAdmin. Epic says they think a fix was put into the PC code base but didn't make it into the PS3 version.

 

I have tried changing the user to an admin on the box instead of running as System, didn't work. I'm thinking this may have something to do with the change in the desktop/session in 2008.
