setting non-changable settings

say I want to give a client a tickrate of 33 or a tickrate of 66. how would i go about doing that so they couldn't change it, but without making two seperate installs of the game with two different command lines?

i've been messing around with the command line editor, but I can't seem to find where i'd put the +fps_max and -tickrate settings, since I wouldn't want the customer to be able to edit those, but i'd want them to be defaulted to say, tickrate 33 and fps_max 250

 

i'm testing this for tf2 server.

looking a little more into this, looks like +fps_max can be overridden in the server.cfg file. is there any way to make it so that can't be modified?
