CS1.6 Server FPS problems

I installed cs1.6, Set the commandline props for FPS etc, already have PingBoost running.

PROBLEM:

Im running the server as Interact with Desktop so I can see the console. Server starts up normally, However top left (in red) it states it is running at 85.03 FPS, I am wanting the FPS around 250FPS+

 

Can someone help please?
