Is there a way to make my RCon servers Spam a message every x amount of minutes for advertisement on the sponsored servers?

 

The default commands are

1. rcon_password (pass123)

2. rcon say (write text here)

Well for the HL2 engine there's eventscripts which can broadcast messages, sourcemod - there's a global script for that we use.

You could use PHP and a scheduled task/cron to issue a RCON command every x minutes.
