Yes, that is custom work. And the problem with that solution is invites customers to try and defeat your system. No system is perfect if a clever customer is given enough chance they are likely to eventually find a way around it.

It is best to ensure you at least know when they change it so you can identify individuals trying to steal services and trying to find a way to get around your security.

Question 1: Can you override and lock the port/ip/slots via command line?

 

Possible Solution: You could compile a python script to an executable to launch your SAMP server, that would check the config if you can't lock things via command line. It would check the port/ip/slots via a command line argument passed to it, ensuring that a customer could not override it.
