GMod Private Slot not working

I've got a big problem,

 

The Garrys Mod Server config i have doesn't work for private slot.

 

I've tried everything these past few weeks, so not im desperate.

 

Here is my Server.cfg file

that is not a default option so you might have to install a plugin to do this and i dont even know if theres a plugin for this, thats something I never had to deal with so far.
