Higher ping than normal? When joining and playing.

This has been done on about 5 different dedicated servers all from Ubiquity, Limestone, and Singlehop in different locations. When ever I make a server whether it be a HL1 or HL2 / Orangebox server, the ping is always higher than normal unless I boost it. For example, on my current New York / Chicago box I get 30 ping to the New York box, and 50 ping to the Chicago box, however when I boost the server via srcdsfpsboost.exe or anything else such as HPET, I drop 10 - 15 ping. That goes for everyone else playing the server. Also on HL2 / Orangebox servers, when I join the server (this goes for everyone else as well), the pings sky rocket, then slowly after every 1 - 5 seconds, the pings slowly drop.

 

Is there a fix to any of this? I have configured the rates perfectly. And I rather not keep my servers boosted for all of my servers are 32 slots and I don't like the high CPU usage when they get full.
