can't install games

Webserver is fine, but when i tryed to install games it is not installing nor not in the userfiles. all the game is pre installed on the server(CSS folder has css starting cstrike, ect...) and still not installing but the tcadmin panel stated it is installing but i waited and waited and it still not installing? is it registry problem?
