Server configured slots??

Nope, not set in the CFG, and yes, command line is indeed 10. :)

Its going to have to be a command line setting or one of the configs. Nothing with CoD4 other than having a program run on top of CoD4 can change the configured slots. What i would do is run the server from the desktop of the server and see when it is executing different files and check the output. That should lead you to what is changing the slots and null it out or revoke the server because of tampering.

Private slots?

It says 12 slots... :/

you can set a server at 10 public slots and add 10 private slots that can be joined by players using "connect IP:PORT ; password private_password"

this results in a total of 20 slots but the private slots are taken off the public slots defined in config so if the config wasnt changed just forget it.

I didnt try changing slots via rcon , not sure thats possible with cod4 but it is with other games. Do you have 12 slots when you restart the game server? If yes then it must be in a config, make sure they are not executing files from your server.cfg

exemple if server.cfg contains "exec blabla.cfg" and blabla.cfg contains slots dvars then thats it.
