Minecraft Rentals

For those of you who are hosting minecraft, how do you rent them out? Do you do it by the player count as normal, or do you rent it based on the amount of RAM allocated to it?

 

I have set it up for some of our dedicated server clients, but the RAM allocation worries me. I don't know if that is the max amount it can use or if that is how much it uses (I assume the first). Most of our shared hosting machines only run 12-16GB of RAM and use about 8GB of it on average.
