Server not responding

You've turned the firewall completely off, and you still cannot connect? Is there an antivirus on the system? If so, make sure any 'real time' scanning and or firewalls built into the virus/malware scanning is not interfering.

 

If you still cannot connect, then I would imagine your ports are being firewalled upstream either by your provider, or their provider--Which only they would be able to answer for you.

 

Is there any more information you can give to help isolate your issue?
