IIS Application JavaScript Disabled Message

I am in the process of setting up v2 to import our v1. I have added the application to my existing IIS using the Classic .Net pool and verified folder permissions. Everything loads but instead of a login button there is a warning claiming the browser has JS disabled. If I use :8880 it loads fine and there are no issues. Does anyone have any ideas how I might fix this issue?
