Running SteamCMD as a different user and directory

When running SteamCMD as root it seems to have errors updating servers, I'd like to change the user that's used to run SteamCMD.

 

It would also be great if anyone knew of a way to change the directory that's used for SteamCMD instead of using the /home/tcadmin/Monitor/Tools/SteamCmd/.

 

Does anyone know if it's possible to do either of these?

 

Edit:

 

Issues with SteamCMD are only happening when running as root through TCAdmin, running the same command as tcagame works fine.
