I want to change the ticrate and fps via command line not server cfg and this is on a cs 1.6 server

ok so there is no way to do it in the command line?

I have read the tutorial about doing this. Followed it to the T. was hoping some one can help me. I am also willing to pay some one to fix it for me.

I would like to know how to get my servers boost to work from the command line for cs 1.6. Can some one please help me. This is my current Command line.
