Settings > Game & Other Voice servers > Choose your game > feature permissions > chrcht the fast download sync box. I am not quite sure how it works if you create a server for a user, but in my case all the servers are hosted on the same user (admin) and we work with subusers to give the permissions. If you add a server to a sub-user then you will get the permissions option, where you can check or uncheck the fast download sync.
