Fixed. Never noticed the command line from standard was using -strictport bind. Looking into further logs gave an error of "Port 27005 was unavailable - quitting due to "-strictportbind" command line flag" My apologies for not looking further into this at first. Used Tcadmin before and never had this issue last time.

I'm using Windows server 2012 R2. Port is set in the commandline. I'll try using that program now. Thankyou

Currently hosting a Gmod server under the normal port of 27015. This server works completely fine. However if I try make another service for Garry's Mod with a different port, the server is created in the panel however I can not see the service at all. Ports are open for the dedicated I use. Now when I look int he console there is nothing showing regarding binding to a port like the one that works does. Is this a TCadmin issue or a server issue?

Accidently deleted my template file for both winodws and linux. I need it for linux. Thanks guys
