    SOLVED! In a domain enviroment with Server 2022 you should create a service account admin then use that account to start the services and also give it full permission on the tcadmin directory. This fixes the permission issue on Server 2022.

    I completed a fresh install and went to login to complete the setup and I get cannot find assembly error.
