IP related troubles

Ok, So I am trying to figure out a few things here

I have a static IP inside my network, I host the Server within my household, Issues im running into is that I am able to use Steam Update, But people outside my network/household they are unable to. What setting would I need to adjust to make it so I can update the game locally and people on the outside can update as well.

Open up the ports in modem?

Ports are all open, People are able to access the site just fine, Except when they goto do Steam Update it trys to connect via my internal IP rather then the External IP as they are external users.
