Ark Configuration File for Commandlines Path

I am working on my Ark: Survival Evolved game file. This being the first one that I have done, I am working my way through it very slowly and learning as I go. I have the GUS.ini and the Game.ini as well as the admin whitelisting portions figured out. I am having trouble with the "Relative Path:" that I can send command line arguments too.

 

I am working off the assumption (based off of an old server that I ran which had to be launched with a batch file) that there is a .bat file or something similar that has the command line saved in it for when the server starts up. Am I way off? Should I be looking for something else? Anyone know the location that I am looking for and willing to point me the right way please and thanks.
