This does not happen however on the admin user. parsing "^ShooterGame\Saved\Config\WindowsServer\GameUserSettings\.ini$" - Unrecognized escape sequence \C. I had created a configuration file that I had denied user access to (hoping they would only have the 'Configuration Editor' option under Configuration Files). See if that's the case.
