What EXACTLY does the load balancing look at? Is it processor over a week or over a day?

It takes samples of CPU usage within a certain time frame which users can set. Basically it asks you for your busiest time of the week, like Friday night, from 8pm to 3am. it then monitors CPU usage during that time and saves the data for each server in the data file to be used by the Modernbill load balancing feature.

But does it average it over say 1 day or 30 days?

It averages it based on the timeframe that you mark as the busiest.

 

If it averaged it over 30 days, it would be very low and you would overload your servers.
