CoD2 Won't start within TCadmin

I've installed CoD2 and I can actually run a shortcut with the command line parameters from the user's files and the game works fine. If I try to do it thru TCadmin I can't connect. As far as the server cfg and cmd line parameters I know there good since it works if I just manually start it from the exe on the server. I'm just not sure why TCAdmin doesnt like it. It sees all the files and its pointing to the right directories. I verified that if I edit the serv.cfg it actually edits the users cfg. Anyone have any ideas? Thanks!

We do not use email piping as the spam problem got a bit out of hand when we had it enabled.
