Modded Minecraft 1.20.1

I am trying to create a custom mod pack into the server. I already know the Java version has to be "Java 17" I have not uploaded any mods at the moment. Currently it is giving me a status "StartError" From what I have seen from looking around I need to change the way the Minecraft launches "Forge" by using the Command line Manager. This is where I start to get a bit lost. I am seeing some thing online about using this  

java -jar <name of forge jar> --installServer

but not really seeing exactly where to put it or how to use it. 

    I do have forge-1.20.1-47.4.10-installer & the installer.jar on the server computer

    In the service setting their is a override command line that is checked off. 

    Tcadmin is also updated to the last version   Monitor and Web Version is both at 2.0.200.0
