What would prevent a server from being rebooted?

When a server is 'exit' in RCON or crashes it doesnt start back up.

This is a mod of HL2, DBSource a new mod.

 

I am not sure why it would not restart back up.

 

Would this be game compatibility reasons in the game config?

Might be a bug with-in the 'Mod', Whats the Mod, have you tried contacting the people who created it ?

No, because if it is seen as 'hanging' TCA would kill the service and restart it.
