stats?

How do I add stats to my server? I would like it when a player types "statsme" and their stats come up privately. Then when you type "top", the top palyers coke up. I would like top players to be sorted by Kills. Could someone please tell me the steps I would take to set this up?

I Am Assuming This Is For The CS Series. Usually An Admin Mod Like Mani Or Beetles Has this Feature. I Do not Know any Other Ways On How To Set It Up By Itself.
