FTP Transfer Speed

I am under the impression TCAdmin includes its own FTP server, am I right?

 

Is there anyway to limit the transfer speed that users can download/upload, so they do not consume too much bandwidth while transfering files like maps or sourcetv demos?

Actually, the best part about TCA and the TCA community is if they don't cover it, or it isn't covered one of them, or one of us can usually help out be it simple questions, complex questions, gameconfigs, or whatever you might run into
