On another note, VALVe has told me in private mail that if the server fps is greater than the tickrate, the server performs no better. But then again, the hl1.6 SDK wasn't ANSI C compliant, and wouldnt compile without major hacking.

 

if(server->fps >= tickrate) { perform_no_better(); }

 

But basically, a high server fps just tells people how high HZ is set to, basically.. it just measures latency gettimeofday() 2 times and subtracts it and viola!
