Can I translate my TCAdmin to another language? If i can, where is the language file located ?

This is not possible at this point in time, except to go through and rewrite many of the template files which is not recommended as you will loose support and any update you do will overwrite it.

The ability to translate has been suggested and I believe is on the probably list for V2 when it comes out (I am not a TcAdmin employee so don't hold them to this on V2 just the impression I've gotten), but not really possible with an update to V1 given the way it was written.

Studeggle is correct. Much of the wording is done in the .dll files of the application so they cannot be translated.
