Multiple parent variables?

Is there a way to set a multiple parent variable?

 

For example I have 4 options in the parent.

 

They are 0,1,2, or 3

 

I want the be able to set the childs to be editable with the parent values of 1,2, or 3 but not if the parent is set to 0

 

In my parent value setting of the child I put 1,2,3 but it does not seem to like having more than one parent value in order to unlock the child. Can this be done?
