Where to get CSS Files?

Hey guys im a bit stuck here. Does anyone know where i can download css files that I would put in the css directory in my C:\GameFiles. I know some of you have been saying "download it from steam" but where exactly do i do this?

Alright now i've got my CSS server running properly. Now, i did the same process to download the HL2DM files, it went into the C:\GameInstalls\HL2DM directory. Now however, i can't connect to my HL2DM server because it says the server is not online (according to the Xfire game server status). Here is what it looks like:

Does it say it is running in TCAdmin? If so, if you go to service status, does it return info?
