missing custom command line feature

Hey guys got a weird problem. I setup a TFC server today and for some reason the custom command line feature is not in the server control panel. I thought I did not enable it, so I go to the game type, and it is setup properly and enabled. What could cause this issue?

You need to have atleast one variable option for the command line before it will show.
