TCadmin on 2003 R2 64 bit

I am having problems getting TCadmin to commnicate on a Windows 2003 Standard R2 64 Bit server. I have installed as normal and ran the config utility with no problems. I checked to make sure the TCAdmin Monitor Service is started and have also attempted after restarting the service. When I try to do a software update or restart tcadmin service from TCAdmin I get the 'Could not create PlugIn on Server" message. Can anyone help me with what I am missing?

Have the IPs been added to the server setup on the master?

can be firewall aswell.

Sounds like a firewall or something else blocking it.
