Server Lag When someone Joins

Ok so i have set up TCadmin like i always have and some CSS Servers. The server CPU / RAM and HDD are all at 1% nothing much happening.

 

I make some CSS servers and as soon as like 3 people join all at once the server freezes and laggs for half a second and then goes back to normal. Anyone had this please tell me why ?

Server Specs:

 

Intel Core 2 Quad 9505 2.83ghz

8 Gigs DDR2 Ram

2x Sata II 500 Gig HDDs

Windows Server 2008 R2

100 mbps connection

 

When multiple join a server at once it will freeze the server for up to 1 second. People notice it and it looks bad for me. Is there anything that can be done ?

This isn't a tcadmin issue. I suggest taking a look at forum such as srcds.com.

Please try to post in the proper forum. This is not a TCAdmin issue rather it is a game issue.
