Permanent bans are placed in the website for access by an admin to remove. Set your temporary ban time short enough remove the need to manual removal, and or, tighten the permanent ban level so they are permanently banned until an admin lifts it. I dont see why tbh. if your customers dont wana get banned they only have to not fail at login part. Set it to 5 failed attempts max and if they are a minimum smart after failing the 4th they will use the lost password tool. You can set the ban time at 15 minutes even.
