#1. Make sure you have the "HldsUpdateTool.exe" in your C:\Program Files (x86)\TCAdmin Control Panel\Monitor or C:\Program Files\TCAdmin Control Panel\Monitor

 

#2. Make sure it is the actual UpdateTool and not the Install package (Valve stupidly named them the same? why?) -- Double click the tool to verify it is the tool and not the install package. If it opens and closes adding a HldsUpdateTool_xx.mst file it is the tool. If it asks where to install, it obviously is the install package and then you need to run the install and copy that file over to the aforementioned area.

 

#3. Be sure that you aren't firewalling the ports 27005-27015

 

#4. Be sure that the account running TCAdmin software on remote machine has access to CMD.exe, as cmd.exe is required by the updatetool to run properly and restricting access to this will cause a failure when being run remotely.
