Internet explorer 9 compatibility mode on:

 

When a user (me) views the newly created game after login, The file manager refreshes over and over.

Don't set compatibility mode. The web server thinks you are a different browser and sends you different html/javascript and your browser still processes the page as IE9.

 

Press f12. Set:

Browser Mode: IE9 (not IE9 compatibility view)

Document Mode: IE9 standards
