More information here New Features Added support for sub users. To allow sub users you must enable the "Create sub users" permission in the "Basic Users" role. Added download and upload speed limits to FTP server settings. The monitor must be restarted for the changes to take effect. The Linux server's free memory matches what is shown in the "-/+ buffers/cache" row from "free -m". See www.linuxatemyram.com for more information. To use the previous method of reporting free memory add 'export INCLUDE_BUFFERS_AS_FREE_MEMORY=false"' to your tcadmin-config. Bug Fixes Fixed access denied error when updating a Windows master. Fixed version error when updating a Linux master. File manager was not using correct root directory for users, subadmins and resellers. Error when selecting a server with service limits. When voice_slots was blank the billing API was not using the value of game_slots. Subadmin and reseller permissions were not assigned to commandline parameters in the commandline manager. Error whe suspending, enabling and deleting reseller packages with the billing api. Fixed service CPU and memory usage stat when the server is configured with a language that uses comma for decimals. Fixed duplicate user names when 2 or more commands were sent to the billing api. By default UTF8 encoding no longer writes text files with BOM. This improves compatibility with the Source engine. BOM can be enabled in the game's file manager settings if needed. Edited February 4, 2012 by LFA

LFA
This is the first time I heard of it. Create a support ticket with the admin login and a the password of a user so I can see the problem.

LFA
You can't enable it on the reseller role. They need to enable it in their user role.
