How to start a HLTV

Hello! i want to start a hltv for counter-strike nonsteam and steam. I read the tutorial in the tcadmin page but i don't understand nothing.

I was wondering if anyone can help me with a tutorial with pictures

PD: I'm from Argentina and my english is not the best. so I want to know if anyone can make me a tutorial with pictures
