You game files are definitely corrupt. You should verify them multiple times using steamcmd

Here are some question and ideas that may help:

 

Are you sure you are using the proper AppID in SteamCMD?

The right AppID for the dedicated server is 343050

 

Have you created a valid server token and placed it in the proper directories?

 

Did you Repair File Permissions via TCA as a troubleshooting step?

 

Did you redirect the save file directory so it is is under the TCA User folder and not the documents folder of the Windows user running the server (ie TCAGame).
