Do older game config files no longer import?

Do older game config files no longer import because they are not in the right format? For example, America's Army 2.3. I've found that config in the forums and when I try to import it I get "Error while saving configuration." even with "Update if Exists" checkmarked.

 

Now when I compare that config with say a newer config, like the one for AA 2.8, that one imports just fine.

They should all import fine. However if it is a really old one it may not due to changes that have been made to the configs within TCAdmin over time.
