User level control of dll

I dug around the forums and the control panel and I did not see this answer. I am looking to control dll restrictions at a user level. I have a client that is adding a mod that is updated frequently. I know the person and trust they won't upload a malicious script. Is it possible to allow this person to upload dlls but not everyone else? Based on what I saw in the control panel it looks like changing the dlls permission will give all users the ability to upload them.

Yes it will, A way you could do this is to install a Bulletproof FTPD server, or another such ftp server, put it on port 31 or something, and give only that client un-restricted access to his TCA root folder, and subfolders.

Install it as a service, set , leave, and forget...
