Sub user password change from main account

I have a user with a subuser that forgot his password. When the user tries to go reset the subuser's password in the control panel, its saying that that user alread exists (when he clicks safe). As an Admin account, I can go reset the sub user's password fine, but this is not something that they can do themselves... Am I just going crazy?
