can't create/modify template.config

when I try to change the defualt tcadmin template in System Setting->Template Configuration, it says

I even tried to create template.config but it didn't work. I made sure that all files can be modified and unchecked read-only. What should I do to make my own custom template?

Make sure that the windows user TCAdminweb has access to the entire TCAdmin Control Panel folder.
